The Tokomizu Town Office works through eight divisions and two branch offices. Its work comes down to two things: distributing water and running the duty rotas. The divisions are named with the words used in the town.

The office has about 530 staff, about half of whom serve by rota.
Organisations Outside the Town Office
The fire brigades of each town, the shrines, the goldfish and koi wholesalers, the canal food-boat association, the guild of seam carpenters, the bathhouses, the schools and clinics (run by each town and village) and the mining guild of Nenomachi all work independently of the town office.
